Rep. John Carson this week celebrated General Assembly passage of the first legislation he introduced in the state House, H.B. 1089. The bill is only three sentences, but it will save Cobb County taxpayers $100,000 to $300,000 a year, according to a news release from the House press office. The House passed the bill March 7, 150-18, and the Senate followed suit Tuesday, 48-4. “I am pleased that my colleagues in the House and Senate showed overwhelming bipartisan support for this measure,” Carson said in the news release. There are 11 House Bills remaining that Franklin either sponsored or co-sponsored.
The late State Representative Bobby Franklin proposed 44 bills in this two-year session in the state House of Representatives. He solely sponsored 33 and because they have no other sponsors, they died with the late representative. H.B. 1, Franklin's controversial prenatal murder bill, was sponsored by him solely and is no longer viable. "On House Bills, such as H.B. 1 where he's the only sponsor, no further action will be taken. The legislation cannot go further," said Georgia General Assembly spokesman Marshall Guest. The United States Constitution as well as the Georgia Constitution lists the rights of citizens. Among the rights listed are the right of personal security, personal liberty, and the right of private property. The definition of 'personal security' is 'The legal and uninterrupted enjoyment by a man of his life, his body, his health and his reputation.' Furthermore, the definition of 'private property' is 'The tangible and intangible things owned by individuals'. Northeast Cobb Patch and East Cobb Patch will have coverage of the election results and candidate reaction.
Voters didn't let rain deter them from casting a ballot today in the special election to fill the state House District 43 vacancy created by the July death of Rep. Bobby Franklin. Fourteen precincts in Northeast Cobb and East Cobb opened at 7 a.m. and will close at 7 p.m. as voters choose among five candidates, all Republicans, as was Franklin. Nancy Gresham, a polling officer at the Lassiter High school precinct, said 13 voters cast ballots before 11 a.m. At the Wesley Chapel United Methodist Church precinct, 61 voters cast ballots before 11 a.m., poll officer Steve Goff said. According to Beth Kish, registration manager at the Cobb County Board of Elections and Registration, 92 people voted early in person, and 146 cast ballots by mail…

Voters will choose from five Republican candidates in the District 43 race to succeed the late state Rep. Bobby Franklin.
Voters in State House District 43 will choose from five Republican candidates Tuesday in a special election to fill the vacancy created by the July death of Rep. Bobby Franklin. A total of 14 precincts in Northeast Cobb and East Cobb will be open from 7 a.m. to 7 p.m. (see attached PDFs for a sample ballot, district map and list of polling stations). If no candidate receives a majority of the vote, there will be a runoff Oct. 18 between the top two vote-getters. Robert Lamutt represented Cobb County for five terms in the state Senate before leaving that office to run for Congress in 2004. He lost that election to Rep. Tom Price.
