A recent Bloomberg report names Georgia residents as some of "the biggest suckers" in America.

Georgia resident spent $3.4 billion on lottery tickets over the past year. That averages $470.73 per adult -- 1% of their annual income. Its low rate of winning lottery payouts (62.9%) landed the state No. 1 on Bloomberg's "sucker index."
